FINANCE MANAGER
Adecco Recruitment are an employment agency and acting on behalf of my client and we are looking to recruit an interim Finance Manager. The role is based over 3 locations in Cumbria so the candidate will need to be flexible around the client needs. You will be a fully Qualified accountant (CCAB) CIPFA would be desirable. You will also have experience in working in local government accounting Practices
Your role will be as follows
*Support Group Finance Manager in providing first line of accounting support to a set of budget holders /Directorates, supervising directing the Team as required.
*Manage, motivate and support the development of staff within the Team , including recruitment of staff, undertaking performance appraisals / development reviews , identifying training needs ensuring continuous professional development of staff and the development of the Service
*Keep under review and advise on developments in the financing and operation of individual services within the remit of the Team including national, regional and local policy initiatives. Ensure these are reflected in financial plans/work programmes.
*Keep abreast of developments in Local Government Finance policy and practice, in order to provide advice on a wide range of complex issues.
*Provide an effective proactive advisory service on all financial matters to Directorate Management Teams and other service managers. This will include consulting with managers on their requirements and formulating proposals to enhance service delivery and financial performance.
*Assist in design, development and adaptation of key financial processes to meet service needs and requirements and promote improvements in business processes of the Finance Team or Service Directorates. Champion the Clients Finance System.
*Assist in the design, development and enhancement of the quality of information provided to service managers for the purpose of financial management, monitoring and control.
*Contribute to meeting the training needs of all service managers and their staff in the use of financial systems and reports, including the promotion of the Clients Finance System.
*Design /develop systems and procedures to enable effective budgetary control, and ensure that variations from budget approvals are drawn to the attention of relevant Directorate Management Teams, and the Group Finance Manager - Corporate Accounting, service managers and incorporated into corporate reports. Identify and investigate options for resolving budgetary variations.
*Prepare and present reports and other information which analyse
*Assist in identifying, evaluating and securing mainstream and alternative sources of funding.
*Review and develop financial policies.
*Challenge inherent working methods and encourage Managers at all levels within the Service Directorate to change working Practices where necessary to improve value for money from activities.
