Contracts & Procurement Advisor
This opportunity is focused on managing the strategic sourcing and category management of equipment & service contracts necessary for the execution of multi-billion dollar capital investments. While being based in the C&P Houston Hub, these projects may be local, regional or global, providing support in any of our current or future Asset areas.
The successful candidate will be accountable for all C&P activities in their Category, and for ensuring the role of C&P in value creation, control and safety management is fully leveraged, specifically:
• Ensuring contractor selection, award and performance management processes drive optimal HSSE performance
• Ensuring integration of the Group and Asset C&P agenda, and contributing and recommending changes to group strategies and best practice processes
• Identifying the need for and integrating the input of experts from other functions and external consultants
• Acting as mentor and role model for Asset C&P staff, and championing Group Behaviours
• Working in collaboration with appropriate Global C&P Category Teams to ensure development and implementation of category plans and C&P strategies to optimise value
• Developing and sustaining capabilities to ensure deep understanding of supply markets in order to identify opportunities and mitigate risk
• Ensuring development and execution of robust contracts and contract management plans
• Ensuring implementation of robust Contractor Performance Management (CPM) and Contractor Relationship Management (CRM) Processes
• Ensuring compliance with PSA /JV stipulations in order to minimise risks to cost recovery
• Establishing external relationships with cross-industry peers to maintain knowledge and understanding of the business environment and developments in C&P theory and practice, assessing their impact and maximizing benefits to Asset/Project and C&P Function performance
Essential Skills / Qualifications:
Educated to degree level; membership of a relevant professional body (eg: MCIPS, CPSM, MIIAPS) preferred
Substantial practical experience across all phases of the full contracts making, contract management and procurement delivery process, gained in an area of technical sourcing, i.e. where the goods or services to be procured require extensive definition and design, this would ideally have been gained in an Operator in the upstream energy sector
Has a record of facilitating and improving safety management through C&P excellence
Experienced in working and being influential internally at GM level and above, and externally with senior managers of suppliers, contractors and peers in JVs, regulators and host governments
Previous relevant (Oil/Gas/Engineering) experience in leading and driving the development and implementation of category strategies and managing a category portfolio that delivers value in line with business strategy
