Job Purpose:
1. To be responsible for servicing and administering the Council?s formal decision-making processes, which includes meetings of the Cabinet, Standards Committee, District Partnerships, Regulatory Committees and Appeals Committees, together with a variety of partnership bodies and Trusts, including the Town Centre Partnership and the New Deal for Communities Board.
2. To deal with the administration and coordination of School Admission and Exclusion Appeals.
3. To assist in preparing responses to Ombudsman investigations and internal appeals under the Freedom of Information legislation.
Key Tasks:
1. To undertake the servicing of meetings in support of the Council?s formal decision-making processes, which includes meetings of the Standards Committee, District Partnerships, Regulatory Committees, Appeals Committees and occasional meetings of the Cabinet. Servicing includes agenda preparation and dispatch, liaison with Committee Chairs and Chief and Senior Officers, attendance at meetings and briefing sessions, preparation of minutes and action sheets, associated follow-up work and monitoring of action and outstanding matters.
2. To be responsible for supporting and servicing a variety of partnership bodies and Trusts, associated bodies/companies, the Town Centre Partnership, the New Deal for Communities Board and Roch dale Canal Trust.
3. To deal with the administration and coordination of School Admission and Exclusion Appeals.
4. To ensure that meetings are conducted in accordance with constitutional arrangements and statutory requirements and to provide advice to Elected Members, Chief and other Officers of the Council and members of the public accordingly, including advice on declarations of interest.
5. To respond fully to enquiries from members of the public, elected Members and Officers and partner organisations and ensure that issues are dealt with promptly and effectively.
6. To assist in the preparation of timely and appropriate responses to Ombudsman investigations as coordinated by the Business Support Manager.
7. To assist in the preparation of responses to internal appeals under Freedom of Information legislation.
8. To maintain statutory and non-statutory registers/records as directed by the Council?s Monitoring Officer, in particular, the Register of Members? Interests, Members? Register of Gifts and Hospitality and Register of Appointments to outside bodies and ensure they are kept up to date and made available for public inspection.
9. To undertake detailed and specific project work, including research and information gathering as appropriate.
10. To prepare detailed Committee reports relevant to the functions delegated to the post.
11. To be involved with and contribute to the introduction and development of new initiatives, procedures and working methods relating the activities and work of the Section, including the development of e-government, websites and maintenance of electronic decision recording systems.
12. To hand sensitive and confidential information.
13. To actively promote the Community Strategy, together with the Council?s Corporate Objectives, and the equality and diversity agenda in the workplace and in service delivery.
14. To carry out all duties and responsibilities in accordance with agreed policies, including health and safety.
15. To undertake any other duties commensurate with the level of the post.
