ii) On the first day of the working week they will check that the Worksheets, of the employees under their responsibility, are completed correctly.
iii) Each morning the manager must identify the workload for the employees as detailed under his control according to the Company Structure. Any absenteeism or lateness must be reported to the Group Director before 08:00.
iv) They are responsible for all aspects of project management on site; this includes material deliveries and site access.
v) He/she will be responsible for the provision of quotations for all Engineering Group Work in line with Standards & Procedures.

3 Disciplinary & Grievance Procedures

It is hoped that the manager will deal with most disagreements, so that they can be settled at an early stage by discussion, and he/she must use their discretion as to whether further action is required. A manager does not have any direct authority to exercise disciplinary procedures, but his/her recommendations will be seriously considered by Directors, who will ensure that their position is not undermined, providing they have discussed the issues with a senior manager before making any comments to the employee.

· Fulfil the clients statutory obligations by managing the delivery of a regime of inspections on the TLRN that includes sample, defect and investigatory inspections required under the New Roads & Street Works Act (NRSWA).
· Provide a fundamental element of TfL’s NRSWA Lane Rental scheme and overrunning works operation by ensuring inspections are undertaken on roadworks and accurate evidence of road network occupation is captured in order to mitigate statutory charges being challenged by work promoters.
· Enforce Mayoral objectives such as the Mayors Roadworks Pledge and Code of Conduct on Roadworks by managing the monitoring of promoter work sites on the TLRN for compliance with specified standards.
· Deliver a key component of the clients Permit Scheme by managing the inspection of roadwork sites in progress to certify that the approved permit conditions are being complied with, including checking that traffic management is set-out as agreed.
· Manage the provision of inspections on licensed activities to satisfy compliance with agreed terms and conditions.
· Manage the enforcement and inspection back-office to ensure all inspection activities required on the TLRN are scheduled, distributed, monitored, evaluated and completed in a timely fashion and to a high quality.
· Lead a team responsible for managing disruptive incidents that occur during special events or out-of hours that arise from statutory undertaker works on the TLRN with a view to instructing promoters to implement solutions that mitigate disruption in the most rapidly effective way. Throughout the period of the Olympic and Paralympic Games there will be a responsibility to become the Planned Interventions first point of contact for such incidents and manage the operation of an emergency response desk located within London’s Strategic Traffic Control Centre. Direct staff as necessary to attend problem roadworks to ascertain further information relating to the works.
· Produce reports, briefing notes and correspondence relating to unacceptable works promoter performance; generate team performance indicators to enable the assessment of deliverables by individual officers; and any other documentation required by the Intelligence & Enforcement Manager, including responses to customer enquiries.
· Produce improvement plans where works promoters are failing to meet required standards and supervise the monitoring of sub-standard performance targeted for betterment.
· Compile evidential files for breaches of industry standards or Mayoral initiatives to respectively enable legal prosecutions to be instigated or instances escalated as deemed appropriate.
· Attend the clients works coordination and works promoter performance meetings to raise issues relating to unsatisfactory practices identified with roadworks on the TLRN, together with any other meetings deemed appropriate by line management.
· Working with the Operational Analysis team, manage the provision, maintenance and enhancement of technology such as CCTV access, inspection software and data capture devices to enable inspections to be conducted in the most efficient manner from either within the office using CCTV or in the field.
· Develop robust relationships with key roadworks stakeholders. Represent the Traffic Directorate as the clients public face in dealing with road user customers and other stakeholders and liaise with local authorities and statutory undertakers as appropriate.
· Seek to improve the quality of Roadworks operations in all respects, working closely with cross Directorate and external stakeholders to achieve targeted aims.

Title of Post: Project Information Subject Matter Expert

1. Purpose of the Job

To provide a service to effectively manage and deliver timely, accurate information (documents, data and models) generated, collected, integrated and transferred by the Project into (and beyond) Operations. Assist in "building the digital asset" and support the Employer by providing functional guidance and oversight on technical and quality aspects of information management.

2. Principal Accountabilities

Support the Employer in relation to the following:

• Deploying the knowledge and information management strategy throughout the project lifecyle
• Providing guidance to the project teams on the implementation and best practice for document management, eB implementation and management of the masters document list
• Supporting the project teams in control of field documentation and contract documents,
• Implementing quality and progress reports
• Development and implementation of work processes to collect, organize and deliver data to support project completion
• Provide oversight and assurance on contractor information processes and systems and ensure compliance with client requirements
• Ensure availability and maintenance of document and data registers (as required) and distribution matrices
• Extracting and managing data on relevant research from electronic databases using search engines, query tools and other more traditional approaches;
• Producing technical reports and briefings
• Entering and editing data in a variety of database formats
• Preparing and delivering briefing and training sessions for other staff
• Co-operate with the client in all matters relating to health and safety, including following safe working procedures at all times*
• Act as a role model for for the clients vision and values, behaving in ways that are in alignment with the clients Ways of Working. Encourage and support others to do so too*

• Degree qualified engineer or equivalent experience
• Knowledge and experience in information or document management of construction quality systems and processes
• Previous experience in managing technically complex projects as technical manager
• Prior experience supervising and leading teams.

1. Purpose of the Job
To support the Employer in overseeing the technical and quality aspects of collating and disseminating monitoring data via the Underground Construction Information Management System (UCIMS) within an area of responsibility as appointed for a geographic location, contract or for a system wide approach.

2. Principal Accountabilities
• Assisting the UCIMS Administrator in managing the system and providing secure access to UCIMS for permitted parties across appropriate Project data
• Take necessary care to properly protect the confidentiality, integrity and availability of UCIMS information from unauthorised disclosure, modification or destruction. Never knowingly put the clients information or information systems at risk.
• Undertaking continual reviews of data completeness and integrity in comparison to contractor technical submittals, (including installation reports and technical weekly reports) with follow up liaison and problem solving with Contractors team
• Complementing a rota based 24/7 operation in scrutinising data at critical times when assets are impacted by TBM transit or similar process
• Monitoring and scrutinising process logs of uploaded and downloaded data being received transmitted via UCIMS by Contractors and liaison with site team as necessary to satisfy process control.
• Liaison with site to confirm process and compliance with clients Referencing and Numbering System for received monitoring data and tracking configuration and validation of data entry.
• Keeping the UCIMS Administrator and the Project Field Engineer informed of technical issues evident from periodic data review related to a designated site, area or contract to which appointed (including corrupted, unsafe or questionable data or apparent instrument failure or requirement for maintenance).
• Determining need (with the Project Field Engineer) to engage design authority for interpretation or approval of changes or non-conformances with Instrumentation and Monitoring Plans in respect of alarms, trigger values and frequencies of monitoring.
• Monitoring the contractor’s compliance with AGS data transfer protocol requirements, liaison with site and escalating issues and seeking intervention where required.
• Monitoring the contractor’s compliance with timely data transfer regimes required by the Works Information, escalating issues and seeking intervention where required.
• Providing support to Field Engineering input to the RFI / NCR / FCD process and where directed seeking input from the Technical Director’s and/or Chief Engineers discipline specialists.
• Providing periodic engineering input to interpretation of data for review of data completeness and resulting compliance with contract engineering criteria, coordinating resolution of issues with the Engineering Manager where required.
• Assisting the Site Manager and Project Field Engineer with the authorisation of payment certificates for weekly monitoring including review of downtime/unavailability of data.
• Supporting the PFE in the review and acceptance of the Contractor’s Inspection and Test Plans (ITPs) or QA Procedure in relation to data integrity and validation prior to release on UCIMS.
Supporting the presentation of daily Dashboard values for data unavailability, recent alarms and status, TBM locations and other construction data
• Providing input to and or supporting future developments of the system itself and the controls required for its administration.

• Supporting the Employer in maintaining and operating a major database system UCIMS for observation and reporting of the Works
• Supporting the Employer in building effective working relationships with main Contractors organisations to maintain the flow of instrumentation monitoring and construction data transfer so that third party stakeholders can access and review via UCIMS.
• Supporting the Employer with technical and person skills that match the fluidity of the interactions required for effective data control for quality, timeliness and accuracy
