Job Description:
As a Project Engineer, you will ensure that appropriate engineering standards are used in relation to construction on allocated overhead line equipment (OLE) renewals projects
Your expertise as a Project Engineer will enable you to implement systems and procedures to maintain a cost effective, high quality, safe and environmentally responsible approach to relevant projects. Your experience will enable you to liaise with regulators and others as appropriate. A key part of this role will be to monitor specific projects managed by Infrastructure Investment so that they are engineered to the standards and specifications. The successful candidate will monitor design and specialist consultants and contractors, providing project management advice in respect of all construction activities, including testing and commissioning and site supervision. You will have the ability to manage elements of relevant projects to meet the requirements of current legislation, including construction design management regulations. An ability to arrange an audit of contractors will be required to monitor safety, environment and quality of design, construction and testing.

The EPDG manages the in-house E&P design team responsible for carrying out GRIP Stage 2-4 Engineering development of E&P schemes, and for producing GRIP Stage 5 detailed designs where specific needs arise. The Overhead Line Design Engineer duties will consist of:
- Overhead line electrification design to Form A stage (Layouts, Cross-sections) with CAD skills to support this;

The candidate will work within the Strategic Sourcing "People Services" as one of a team of 3 team under the guidance of the Sourcing Manager, Professional Development & Training (PD&T).
A category strategy has been developed and now needs to be delivered. The candidate will be required to undertake the tactical procurement until the new contracts are in place:
- Support business defining requirements
- Manage tenders
- Drafting contract schedules
- Handle and execute contract extensions
- Support category management and administration
- Support commercial / contractual elements of other contracts as fits with timescales and plans
There may also be a need to deliver some of the strategic tenders once the programme of work has been fully defined.
The requirements need be delivered at a fast pace. It is anticipated that the contracting arrangements for all of the category areas should be in place by the beginning of 30Th April 2012, the portfolio consists mainly of strategic projects.
Network Rail has embarked on a programme of change to devolve control from the centre to a route based structure. This is in the early stages of design and implementation with impacts across the whole organisation. As a result, all teams are working at a fast pace and looking for ways to contribute to the flexible working arrangements required whilst maintaining transparency, regulatory compliance, and good commercial governance.
Experience required:
- Accustomed to contract work able to get established quickly, learning company sourcing governance requirements and building relationships with all required stakeholders.
- Strong procurement skills particularly around:
o Leading tenders
o Defining evaluation criteria
o Contract drafting (schedules)
o Contract negotiation
- Candidates must have experience of buying services, particularly desired is training and development or other HR services.
- Experience of working within transformational change, ability to think flexibly.
- Proven ability to proactively manage sourcing projects to agreed deadlines.
