PURPOSE OF THE ROLE
Independent, risk based assessments of non-competitive quotations and general costing advice. Support to pricing negotiations, including the agreement of prices where delegated. Supporting the Cost Forecasting team activities.
The Secondary purpose of the post is to support Cost Assurance Service (CAS) and its Management Board.
DUTIES OF THE ROLE
Communication with internal and external customers and the satisfaction of their accountancy requirements in the following areas:
Estimates of prime costs, analysis of recorded records, assessments of contractors systems, learning trends, and risk analysis.
When specifically delegated by Commercial groups agree prime/works costs with industry. Final negotiations and agreements will be done with a Section Leader. Support to CAS Accountants during overhead investigations involving investigation of the Questionnaire on the Method of Allocation of Costs (QMAC), estimates of the overhead recovery base, indirect costs and direct labour rates.
The post costing of contracts.
Liaise with customers and appropriate staff to ensure that the detail requirement is clearly defined and that proposals are satisfactory. Initiate through the section leader Inter Team Working (ITW) requests.
Interface with industry at the appropriate level to ensure that CAS requirements are understood and complied with.
Represent CAS at contract pricing and clarification meetings.
Prepare draft reports of the results of the investigation.
Targeting work output to fulfil the objectives of the CAS as set our in the current Business Plan.
Regular planning, updating of programme to meet customer/management priorities.
Use MS office software packages particularly Word and EXCEL in the execution of their work, and the bespoke IT packages for estimating databases and Variation Order processing.
Support to the section leader on policy issues.
In carrying out these duties the post holder is required to travel in UK when required, which will require overnight accommodation.
Ensure the efficient and effective management of CAS Barrow resources.
Targeting work output to fulfil the objectives of the CAS as set out in the current CAS L&M Pricing Business Plan.
