Senior Civil Engineer, Civil Engineer, Assistant Civil Engineer, Highways Engineer
We are looking for 3 X Civil Engineer (1 Senior Civil Engineer, 1 Associate Civil Engineer and 1 Civil Engineer.)
The Role
Reporting to Principal Engineers & Associates.
* You will be office based at the Blackburn office to deliver a range of projects around the East Lancashire and Greater Manchester region
* Responsible for Assistant Engineers, Technicians, Clerks of Works, temporary and seconded staff within the team.
* Working with external Consultants.
* Manage and undertake the detailed design, procurement and supervision of the construction of a range of civil engineering and highway projects.
* Compile detailed specifications, drawings and bills of quantities required to invite tenders and arrange procurement of project construction works.
* Management of project cost plans.
* Liaise with Clients, Stakeholders, and the public on projects
Responsibilities
* To assist in the development and implementation of work programmes.
* To undertake the technical aspects required for project delivery including feasibility,
* concept design, detailed design, contract preparation, invitation of tenders and
supervision of construction.
* To implement projects to meet the requirements of quality, health and safety,
* environmental standards, and time to both national and corporate standards.
* Manage, report and maintain project cost plans.
* To assimilate work that may be assigned to a team of engineers and technicians to deliver a variety of projects covering a range of complexities.
Essential Criteria
* Possession of a Bachelors or Masters degree in Civil Engineering or a related subject accredited by the Engineering Council.
OR
* An Incorporated Member of the Institution of Civil Engineers (IEng MICE) or other related profession accredited by the Engineering Council.
* Have a minimum of 5 years practical experience in the design, implementation and supervision of all aspects, in either or both, highway and general civil engineering design and construction.
* Have a very good knowledge and understanding of the relevant design standards, procedures and legislation. A working knowledge of standard highway and civil
engineering specifications, conditions of contract and methods of measurement.
To be able to demonstrate recent experience in the following:
* The ability to deal appropriately and effectively with external organisations,
statutory bodies and clients;
* Undertaking feasibility studies including preparing reports, cost estimates,
investigating problems, and identifying of options;
* Extensive working knowledge of the relevant legislation and guidelines including the Design Manual for Roads and Bridges, British and European Standards, and Codes of Practice;
* Undertaking the detailed design of highway improvement schemes, particularly in an urban environment;
* Arranging the procurement of highway improvement works through competitive tendering;
* Preparation of schemes for tender using the NEC3 , Forms of Contract, Manual of Contract Documents for Highway Works including use of Specification for Highway Works and the Standard Method of Measurement;
* Supervising and monitoring works on site, making valuations for payment
assessments, chairing and managing progress meetings, identification and
assessment of additional payments due to variation orders or compensation events,determination of project final accounts and completing the defects period;
* The ability to set and work to personal deadlines and targets to meet the
requirements of programmes of work, to meet clients' needs and to respond to
targets set by others;
* To demonstrate excellent communication skills, both orally and in writing, both at a general and technical level;
* Supervision of and responsibility for junior members of the team, including
programming and allocating work and assisting in the training and development of staff, setting goals and monitoring their performance;
* To demonstrate the ability to create, monitor, report and manage project cost plans for the duration of a project.
* Write committee reports and attend committee meetings where required;
* Ability to work as part of a team and commitment to customer care and team
working;
* Able to use the Microsoft suite of programmes, in particular Word and Excel;
* Ensuring compliance of the team's work with CDM Regulations and other legislation.
* A full UK driving licence
Desirable Criteria
* A Chartered Member of the Institution of Civil Engineers (CEng MICE) or other
related profession accredited by the Engineering Council.
* Previous experience working within the Local Authority environment.
* Knowledge and experience in aspects of public participation and engagement.
* A commitment to quality by a positive attitude to change management and ongoing
* interpretation of organisational aims and objectives.
* Tact and diplomacy in all interpersonal relationships.
* Experience of working effectively as a member of a team.
* To be able to consult and negotiate on engineering schemes and contractual
matters.
* Willingness on occasions, to work weekends/evenings to attend meetings or
supervise staff (not a regular requirement but necessary from time to time).
Pay rate - negotiable depending on skills
