My client, a Local Government organisation are looking to appoint an experienced manager to continue to provide strategic and operational leadership to build on the success of the Youth Offending Team. Manage the development & delivery of services to prevent & reduce offending and anti-social behaviour in accordance with the Youth Justice Board (YJB) national standards.
Main Duties & Responsibilities.
To advise the Management Board on the discharge of its statutory functions & its responsibilities as set out in any directions or guidance that may be issued by the Youth Justice Board (YJB).
Ensure that all public funds made available to the Management Board are used for the purpose for which they were intended, and that such funds together with the Board’s assets, equipment and staff are used economically, efficiently and effectively.
To lead the development and implementation of the Youth Justice Capacity and Capability Plan to ensure the YOS is capable of commanding support and commitment of resources from relevant statutory agencies. The plan must ensure the prevention and reduction of youth offending in Darlington are a priority in line with national guidance. The Plan must be approved by the YOS Management Board. The Plan will be validated by the YJB and scoring from the Plan will contribute to the Comprehensive Area Assessment.
To lead collaborative multi-agency working and maintain strong and effective working relationships across a range of agencies including Police, Children’s Services, Probation, Health, Courts, and other local authority departments as well as the voluntary sector to support and advance the delivery of an integrated approach to prevent and reduce youth crime in Darlington.
To work as part of Children Services Specialist Service Senior Management Team with shared responsibilities within that team for financial and strategic management and service development. To lead investigations under Stage2 of the Children Services Complaints Procedure and internal disciplinary investigations as and when required
To work collaboratively with the DAAT Co-ordinator and the Community Safety/Antisocial Behaviour Co-ordinator in the strategic management of the Darlington Community Safety Partnership.
To provide advice, reports and briefings to Chief Officers, members and partner agencies in accordance with data sharing protocols (Connexions LMC, LCJB, CDTP, DAAT, Children’s Fund, Safeguarding Children’s Board, CYPSP, ISSP)
Key Skills.
Excellent organisational,communication and influencing skills are required to further develop the service to ensure the effective delivery of youth justice aims and objectives.

Main Duties and Responsibilities

9. To be aware, familiar with and observe the company guidelines on Health and Safety, Fire Safety Procedures and Food Hygiene.

11. To assist with the day-to-day administration of the residential home by completing and maintaining accurate recordings.
12. To assist in the maintenance, good housekeeping and upkeep of the residential home.
13. To support and maintain effective working relationships with all other staff and to promote good relationships with local residents and the general Community
14. To promote and uphold the good reputation of the company in all contact with external agencies and individuals.
15. To contribute to the development of individuals and the team through active participation in effective supervision, team meetings, training sessions etc.
16. To fully participate in the Rota system and to be available for “sleeping in” duties as required.
17. To undertake such duties as may be required by, Senior Residential Support Workers, Deputy and Home Managers, Head of Childcare Services or Directors from time to time.
Special Conditions
• Weekend, evening and bank holiday working is required on a Rota basis.
• This position is subject to a six-month probation period.

JOB SUMMARY:
In public and private law family proceedings to provide:

MAIN DUTIES AND RESPONSIBILITIES:
1. Service to Children and Families
1.1 To assess and provide advice and written reports to the Court on the needs and best interests of children involved in Family Proceedings.
1.2. To ensure that the well-being and safety of the child is paramount throughout CAFCASS’ involvement.
1.3 To ensure the appointment and instruction of legal representation for the child as required.
1.4 To ensure that the wishes and feelings of the child are appropriately taken into account in the assessment of the child’s needs and are made known to the Court.
1.5 To conduct an impartial investigation of the child’s circumstances and to keep under review any changes in the course of the proceedings.
1.6 To communicate effectively with the child, family and significant others to ensure an understanding of the role of the CAFCASS practitioner, the proceedings involved and where appropriate the recommendations made to the Court.
1.7 To assist parents and other relevant parties in dispute to co-operate in the child’s best interests in order to minimise the need for Court intervention.
1.8 To ensure that all incidents or risks of significant harm to the child are dealt with in accordance with the relevant Area Child Protection Committee (ACPC) procedures and CAFCASS policies and procedures.
2. Service to the Courts
2.1 To appoint and instruct a solicitor for the child as required.
2.2 To prepare and present reports to the Court on the assessment of the needs and best interest of the child and to provide oral or written evidence as required.
2.3 To administer orders made by the Family Court as required and conduct the necessary enquires in accordance with relevant legislation and Court Rules.
2.4 To provide professional social work advice and assist the Court to achieve a timely conclusion to proceedings and the best possible outcome for the child.
3. Case Management
3.1 To be responsible to the Service Manager for the management of work schedules, record-keeping and other administrative requirements.
3.2 To manage cases in accordance with the CAFCASS Service Principles & Standards and related policies and procedures.
3.3 To keep up to date with changes in legislation, Court Rules, policies, procedures and best practice developments.
3.4 To participate in training and development programmes in line with the agreed individual personal development plan.
3.5 To work as a team member and contribute to the overall effectiveness of the CAFCASS service.
3.6 To provide management information on workloads and practice performance as required and use IT effectively to support service delivery.
4. General
4.1 To participate in regular individual meetings with the Service Manager (or delegated line manager) for the management of performance.
4.2 To take responsibility for continuing professional development.
4.3 To contribute to the wider planning of CAFCASS as required.
4.3 At all times to act in accordance with legislation, National Directives and CAFCASS policies and procedures.
