Telecoms Asset Management is a single, national, integrated organisation which supports core railway asset requirements, such as signalling, as well supporting the devolved routes and large capital investment projects by providing voice and data services. Detailed External Job Description
You'll lead the design and build of a Rail owned Next Generation Core and Next Generation Access networks. You'll be have a strong telecoms background, be experienced in delivering similar networks and working to high quality and at pace will come as second nature to you. You'll be a strong communicator and be comfortable developing and delivering communications to executive director level and be an experienced manager of suppliers.

Project Delivery
· You’ll take accountability and responsibility for the delivery of national next generation core and access networks with focus on deliver high-quality products, right first time and within timescale and budget.
· You’ll form project teams consisting of the required specialists so that pragmatic and supportable solutions are delivered to customer using GRIP, our project delivery and investment methodology, and to agreed Standards.
· You’ll take responsibility for developing and delivering return on investment associated with the benefits case and technical compliance.
· You’ll deploy effective risk and issue management and change control processes in line with company project management standards
· You’ll create project plans, identify the critical path, baseline the plans and track against the baselined plan at an appropriate frequency so that issues are identified and managed prior to affecting the critical path. This will include effective management of dependencies with other projects or suppliers.
· You’ll proactively manage issues and escalating when needed to the appropriate Programme & Commercial Manager in a timely manner, including contractual issues with suppliers.
Stakeholder Management
· You’ll build and maintain relationships with senior level business representatives and stakeholders so that expectations are managed and requirements are benefits driven. You’ll also act as the primary point of contact for the project and work closely with the client to manage issues and concerns.
· You’ll regularly update sponsors and stakeholders on the progress of the project with clear, appropriate, and timely communications
· You'll identify and manage delivery of output to key, dependent projects and programmes
Supplier Management
· You’ll take end to end accountability for the management of all suppliers and other third parties in terms of their deliverables to the project.
· Where supplier management is part of the project responsibility, you’ll work with the Contracts & Procurement team to check that contracts and other formal documents are appropriate in terms of the allocation of risk and responsibility, so that does not duplicate supplier responsibilities while protecting Rail against supplier failure.
· You’ll manage suppliers so that they deliver to time and budget, and manage the process of dealing with supplier issued Change Requests. You’ll take advanced action to mitigate risks.
· You’ll establish firm and trusted relationships with suppliers so that non-contractual issues can be resolved quickly and amicably with the minimum of overhead.
Financial Management
· You’ll manage project finances as required by Rail standards, including accurate and informed forecasting, authorisation of payment only on delivery, and accurate reporting of the project status and current financial position. You’ll take appropriate and timely action where financial measures deviate from agreed tolerance.
· You’ll manage changes to the deliverables or financials declared within the Investment Paper through the formal change control procedure.
· You’ll be able to demonstrate to the Programme & Commercial Manager and Financial teams that project costs are traceable to the project plan.
