Purpose:
Provide specialist support and advice to the drilling, completion, well testing and well intervention operations in respect of the definition of requirements for drilling locations, drilling rigs and ancillary equipment. Be responsible for the preparation of the specifications for equipment to be used for the new well operations activities (drilling-workover). To ensure interface (input/output) between the Well Operations Unit and the Company’s Dept’s involved in the definition and engineering of the development infrastructures (e.g. EP Project, Engineering and Construction, etc.). To follow up the progress of design, construction and commissioning of the drilling related infrastructures, the drilling rigs and associated equipment. To ensure proper communications between the drilling contractor and other contractors working at a well location (auditing technical/HSE documents, bridging HSE policies, etc.) in order to prevent down time at start up of the drilling operations.

Accountabilities and Responsibilities:
The Well Operations Project Engineer is in charge for providing a comprehensive support throughout the definition, detailed planning, construction and commissioning of new drilling rigs and equipment, rig modification, drill sites, in order to ensure smooth start up of the well operations for new projects. In more details:

•Identify the basic requirements for the drilling/work-over rigs needed by the development wells activities. Define minimum and optimum requirements and produce input for the design of the drilling installation to the EP development project engineering.
•Prepare technical specifications for the rig(s) and the relevant equipment. If the case, initiate studies and analyses for the selection of optimum solutions from the engineering, technical and economical standpoints.
•Contribute to, and possibly drive, the discussions between all the disciplines involved in the definition and preliminary design of the well site(s) installation, pointing out needs and requirements from the Well Operations Dept. standpoint.
•Preparation and forward to Procurement the technical documentation for tendering of Well Operations related rigs and equipment.
•Assist in technical bid evaluation.
•Liaise with the organization in charge for the procurement of the requested equipment in order to ensure that progress milestones are met. Inform the Reporting position on any trouble in this process
•Hold meetings with all parties concerned and working at the installation in order to ensure common understanding of the work scope and harmonize policies and procedures, meeting the Company’s requirements.
•Monitor actual expenditures vs. the approved budget and promptly report to the Reporting Position eventual overexpenditures.
•If requested, perform audits on Contractors organization, equipment, and personnel to ensurethat contractual requirements are fulfilled
•Participate in the commissioning of newly contracted rig and equipment.
•Monitors and evaluates the effectiveness and performance of the equipment vs. the installation layout with the scope of identify drawbacks, needs for modifications, improvement of the HSE related issues etc. and proposes the most suitable corrective actions.
•Ensures that hand over notes are adequately prepared to allow for a smooth continuation of the operations.

Qualifications & Experience:
•Qualified to high school diploma level, or higher (preferably MSC), in technical/ engineering disciplines.
•Strong experience in drilling activities, including sound field experience gained working with International Oil Companies
•Experience in defining technical requirements for drilling rigs and associated equipment.
•Familiar with the procedures for tendering of goods and equipments


Required Competencies:
•Knowledge of well operations rigs, materials and equipment needed for the typical well construction (drilling-testing-completion) activities.
•Aware of the advanced HSE management system requirements
•Ability to work autonomously, organizing and effectively managing the required work.
•Knowledge of the international rules and procedures (API, ISO, etc.) as applicable to the design and manufacture of oilfield equipment.
•Computer literate, with the scope of producing reports, and organize data.
