To lead, manage and develop a customer focused team responsible for the operational performance and effective delivery of all aspects of day to day repair and planned servicing, testing and improvement /maintenance contracts for gas, mechanical and electrical services within the borough. Duties and Responsibilities: * Assisting the Asset and Development to develop and deliver programmes of maintenance, servicing , testing and improvement works * Contributing to the strategic planning and development of the Capital and Revenue programmes related to M&E works. Maintain both formal and informal links with all stakeholders including, Capital Programmes Team, Housing Management, Maintenance Services * Ensure that all work carried out under contractual arrangements is carried out within agreed target times, to a high quality and is within budget. Attend regular Contract meetings (or delegate appropriately) to maintain strong working relationships with contractors * The design and implementation of systems, records and procedures to ensure that all contract administration activity is carried out in a timely manner using appropriate procedures that satisfy audit and legislative requirements. * Take a lead role ensuring compliance with CDM regulations for M&E contracts * Ensure Health and Safety best practice is observed at all times both by the team and relevant contractor * Leading, managing and developing the team to ensure that they are motivated and perform to the best of their individual and collective abilities through regular monitoring and target setting. * Identifying and arranging all necessary training and personal development for staff within the team to ensure they are up to date with the latest legislation, best practice etc to enable them to carry out their duties effectively Qualifications requires: * Hold current gas qualification is essential such as National Gas Domestic A.C.S. certification. Minimum Elements CCN1 Core Gas Safety--CEN1 Boilers--CPA1 Flue Gas Analysers or Level 4 Gas Safety Management * Relevant technical qualification e.g. HNC Building Services, Mechanical and Electrical Degree, Building Services Engineering Degree (or equivalent) is desired but not essential. * Professional qualification such as CIBSE is desirable but not essential * GCSE level education or equivalent through relevant work experience or training * Formal 1st line management qualification (ILM level 3 or equivalent) Key Skills required: * Ensure the delivery of the project within the budget and time scales specified * Focuses on quality and customer service and delivery * Work orders are completed to time, and leading to delivery of contractual key performance indicators * Ensure framework contracts are maximised * Assist in the investigation of complaints * Understanding of legislation in maintenance and property management, having the ability to translate these into working practice * Good at problem solving and providing effective solutions to the clients and the delivery team * Motivate a team of delivery personnel The ideal candidate will have previous experience of property maintenance and refurbishment contracts within the Social Housing Arena.
