RESPONSIBILITIES

Monitoring tenant's arrears and chasing the tenants for payment by telephone, fax, email etc to ensure collection targets are achieved.
Keeping diary, documentation and files in good order
Updating in-house database systems and various spreadsheets with chasing notes and comments
Attend regular meeting with surveyors/clients
Dealing with tenants queries
Assisting the Surveyors on any issues as required.
Interpreting leases where necessary to understand powers of collection
Instructing Bailiffs and Solicitors where necessary

Selection Criteria

The successful candidate will ideally have some years Property related Credit Control experience and will have a pro-active approach to work.

You should possess excellent interpersonal & communication skills and have the ability to build effective working relationships with clients, tenants and colleagues. In addition, you will need to have strong planning & organisation skills and experience of Microsoft Office including Word, Excel and Outlook. Knowledge of TRAMPS Property Management system would be very useful but we can give training where needed.

The Team

The Civil Engineering Team forms part of the Infrastructure Division at Blackburn. The Team carries out a varied range of activities from feasibility studies, concept, preliminary and detailed designs; through to procurement and supervision of a wide range of highways and general civil engineering projects.

The Team has a wide and varied workload that includes major highways projects, Structural Highway Maintenance, Bridge Maintenance, local highway improvements and urban environmental improvements.

The Roles

We are seeking experienced and qualified Civil Engineers to join our team. Current vacancies vary from Assistant to Principal level, but we would be interested in hearing from engineers of any level who would be interested in joining our growing and buoyant team.

Assistant Engineers will:

Assist in the development and implementation of work programmes.
Undertake all the technical aspects required for project delivery including feasibility, concept design, detailed design, invitation of tenders and supervision of construction.
Implement projects to meet the requirements of quality, health and safety, environmental standards, and time to both national and corporate standards. As an experienced or Senior Engineer you will additionally:

Be responsible for Assistant Engineers, Technicians, Clerks of Works, temporary and seconded staff within the team.
Manage and undertake the detailed design, procurement and supervision of the construction of a range of civil engineering and highway projects.
Compile detailed specifications, drawings and bills of quantities required to invite tenders and arrange procurement of project construction works.
Manage project cost plans. Our principal Civil Engineers:

Determine and implement programmes of work.
Manage and undertake all aspects of project delivery from feasibility through concept design, to detailed design through to construction and on to completion.
Prepare and manage project cost plans.
Ensure projects are undertaken and specified to meet the requirements of quality, health and safety, environmental standards, and time to both national and corporate standards.
Manage a team of engineers and technicians to deliver a variety of projects over a range of complexities. Skills, Qualifications and Experience required

Depending on the job grade, it is expected that you will hold membership of the Institution of Civil Engineers (CEng MICE or IEng MICE) or other related profession accredited by the Engineering Council.

It is expected that you will hold a Bachelors or Masters degree (or equivalent) in Civil Engineering or a related subject similarly accredited.

At all levels, it is important that you have a good knowledge and understanding of the relevant design standards, procedures and legislation. A working knowledge of standard highway and civil engineering specifications, conditions of contract and methods of measurement would also be expected.

As an experienced Civil Engineer you will also be able to demonstrate:

The ability to deal appropriately and effectively with external organisations, statutory bodies and clients;
Undertaking feasibility studies including preparing reports, cost estimates, investigating problems, and identifying of options;
Extensive working knowledge of the relevant legislation and guidelines including the Design Manual for Roads and Bridges, British and European Standards, and Codes of Practice;
Undertaking the detailed design of highway improvement schemes, particularly in an urban environment;
Preparation of schemes for tender using the NEC3 , Forms of Contract, Manual of Contract Documents for Highway Works including use of Specification for Highway Works and the Standard Method of Measurement;
Excellent communication skills, both orally and in writing, both at a general and technical level;

If successful, you will join a thriving business unit and will assist in the delivery of cost management advice on projects primarily within the public sector, encompassing Education, Community and Leisure facilities, and general repairs to existing buildings.

Good technical grounding in all main areas of cost management
Degree or equivalent in quantity surveying - and ideally Chartered status
Good knowledge of procurement
Knowledge and understanding of value engineering
Experience in using industry standard processes and systems
Excellent analytical skills.
Ability to prioritise and manage multiple projects to deadline and budget.
Good relationship management with both colleagues and clients teamed with excellent spoken and written business communication skills.
Commercial awareness and acumen
