Post Overview
The role of Senior Policy Advisor is a key post for the delivery of policy, communications and project work within the Transform division.
The Senior Policy Advisor will work within the Policy and Communications team to deliver a range of outputs, working primarily on our contract as national body for home improvement agencies. The role will involve planning and delivery of policy initiatives and responses, acting as main point of contact in our day-to-day relationship with the Department for Communities and Local Government, oversight of our main e-communications and publications channels, and assisting with development products and services to existing and new markets.
The Post of Senior Policy Advisor
1. Purpose of the Post
1.1 To develop and communicate policy for the Foundations contract and contribute to the understanding of policy elsewhere in the Group.
1.2 To enhance the companies profile through maintaining key customer relationships, developing new partnerships and engaging a range of stakeholders.
1.3 To manage, motivate and develop direct reporting staff.
1.4 To contribute to the delivery of effective communications and marketing strategies across the division.
2. Rewards
2.1 The salary for the post will be up to £28,000 per annum. The offer made to the successful candidate will be dependent upon prior achievement and relevant experience and will be discussed at interview.
2.2 The post holder will be eligible to participate in the Group performance related bonus scheme.
2.3 The post holder will be eligible to join the company pension scheme on satisfactory completion of the probationary period.
2.4 The post holder will be eligible to join the flexible benefits scheme on satisfactory completion of the probationary period.
2.5 The post holder will be eligible for 25 days holiday per annum.
3. Accountability
3.1 The successful candidate will report to the Policy, Research and Communications Manager.
3.2 The Company reserves the right to alter the reporting arrangements for the post.
4. Duties
4.1 To plan and implement Foundations’ policy, research and good practice outputs in conjunction with the Policy, Communications and Research Manager;
4.2 To project-manage policy and/or development projects, with partner organisations where appropriate;
4.3 To scan the HIA environment, particularly government policy, and analyse the implications of new developments.
4.4 To formulate appropriate responses to policy developments and lead new policy initiatives relevant to the HIA sector, in conjunction with the Policy, Communications and Research Manager and other team members;
4.5 To build and maintain a network of external contacts relevant to the work of the HIA sector, and use this to pursue ideas and opportunities for business growth or development;
4.6 To gather materials for, and draft policy briefings, articles for publications, good practice guides, and responses to Government Consultation papers;
4.7 To prepare content for the Annual and other conferences, seminars and events;
4.8 To identify and investigate new areas and funding opportunities for research and good practice projects relevant to the HIA sector and its stakeholders;
4.9 To draft proposals and bids, and conduct research and good practice projects as required;
4.10 To promote the research, policy and good practice work of Foundations and Transform through training courses and presentations and participation in conferences and national and regional networking events;
4.11 To direct, train, develop and motivate line-managed staff;
4.12 To apply the Group’s human resource procedures, including induction, regular supervision, staff appraisals, and preparation of training plans;
4.13 To undertake such additional duties as may reasonably be required from time to time;
4.14 To undertake such personal training or development activities as may reasonably be required to maintain the appropriate level of technical competence for the post;
5. The Successful Candidate
5.1 Essential Skills:
The minimum level of skills and qualifications required are as follows. It is unlikely that candidates who cannot offer these will be considered for the post:
• Excellent oral and written communication skills;
• Excellent analytical skills;
• Numeracy;
• Competence in using website content management systems, word processing and spreadsheets on a personal computer;
5.2 Essential Qualifications and Experience:
The basic experience required is as follows. It is unlikely that candidates who do not have this experience will be considered for the post:
• Either a degree or equivalent professional qualification
• Or substantial experience in social policy development, research or implementation, relating to the public, voluntary or charitable sectors
and all of the following:
• Experience of managing research and/or complex projects – formulating a methodology, management of tasks with project team and presentation of the analysis.
• Experience of managing staff
• Experience of developing and maintaining networks of contacts and relationships with external stakeholders
5.3 Desirable Skills, Qualifications and Experience:
Candidates who can offer any of the following (in addition to the essentials indicated above) will be at an advantage:
• More than three years experience working within a housing, health, care or support setting on policy development and/or implementation.
• Experience of project management.
• Direct experience of working in/developing partnership projects with external stakeholders.
• Experience of identifying and responding to business development opportunities.
• Knowledge and understanding of local government, social housing and/or health service funding and policy frameworks
• Knowledge and understanding of research methodology, including quantitative data analysis and approaches to policy evaluation
5.4 Personal Qualities:
