To assist the Technical Manager in the effective management and delivery of designated service areas to provide quality Maintenance, Repairs and Regeneration Services to Tenants and other Housing customers.
To ensure that housing stock is maintained in good condition, money spent effectively in accordance with the Association’s agreed budget priorities and to assist the Technical Manager in ensuring compliance with all statutory and other relevant legislative requirements.
Principal Responsibilities
1. Leading a designated team to deliver service objectives, performance and financial targets, and customer service standards;
2. Assisting the Technical Manager to ensure compliance with all statutory and other relevant legislative requirements;
3. Promoting and Co-ordinating good communication, liaison, co-operation and support for Tenants and other customers, to ensure their welfare and interests are protected throughout the maintenance and improvement process;
4. Deputising for the Technical Manager where appropriate and providing cover in the absence of other Technical Services Co-ordinators;
5. Co-ordinating the day to day functions of the team, ensuring resources are deployed and managed effectively, and that all service areas are appropriately planned and covered; working with other Technical Co-ordinators and Managers to ensure effective management of workflow and cover;
6. Maximise the use of IT and ensure team members are trained and developed in the consistent use of systems;
7. Establishing and maintaining robust, accessible records and monitoring systems to support the collation of statistics for reporting to the Board of Management regulator; collating and analysing relevant information on specified areas of performance to ensure information is readily accessible to required standards;
8. Co-ordinating the direct provision of designated responsive, cyclical and planned maintenance, and also aids and adaptations, to facilitate completion to specification, on time and within budget; and to provide regular reports on same to the Technical Managers/Directors;
9. Ensuring effective delivery/monitoring of managing internal/external contractors and suppliers allocated to the post, and assisting the Technical Manager to monitor larger contractual arrangements;
10. Assisting in the review and development of policies for the specified areas of responsibility; developing and reviewing procedures for implementation of relevant policies;
11. Facilitating and promoting the achievement of good performance within the frameworks defined by the Scottish Housing Regulator and SFHA’s ‘Raising Standards in Housing’;
12. Assisting in the research and preparation of technical specifications and standards, complying with best practice and relevant company policies, and monitoring implementation and ongoing suitability, working with IT Department to achieve this as required;
13. Establishing, developing and maintaining effective working relationships with all internal and external customers and colleagues to ensure an integrated approach to service delivery and quality;
14. Contributing to the management of change within the Directorate, and assisting with the implementation of new systems, procedures and policies to effect change;
15. Ensure accurate estimating and/or invoicing of works for designated areas of responsibility;
16. Effectively monitor and control budgets allocated to the post, ensuring that expenditure decisions comply with financial regulations, and assisting the Technical Manager in monitoring Directorate budgets;
17. To ensure that the Association’s policies and procedures for Health & Safety at work are observed throughout the organisation. Actively promote the Association’s Training Programme;
18. To observe and continually promote equal opportunities and customer care in compliance with Association policy;
19. To commit to continuous professional development to maintain relevant up-to-date skills for personal and the Association’s benefits;
20. To maintain awareness of Tenant Participation as a commitment by the employer to its tenants;
21. Contributing to the effective involvement and participation of owner-occupiers and other landlords in designated maintenance, repair or improvement work, and providing regular reports to the Technical Manager;
22. Prepare written and verbal reports and correspondence for the S Governance and Management structure; and
23. To carry out any other duties appropriate to this post, as necessary or as requested.
Specific Responsibilities
1. To support the Technical Manager (Building Services) by Co-ordinating the direct provision of the day to day services delivered Maintenance Division, including supervision of Planners, Storeman and others as required;
2. To collate information on performance, work flow and expenditure and to monitor and record progress and co-ordinate the efficient communication of information to relevant personnel;
3. To assist the Technical Manager (Building Services) in the monitoring and control of expenditure and income, with specific emphasis on income planning and control of materials, sub contracting, fleet and wages budgets;
4. To facilitate effective monitoring regimes on work quality and efficiency;
5. Liaise with Managers to optimise Maintenance Division performance and implement measures to achieve targets;
6. To monitor the Maintenance Division IT systems and develop and maximise the effective use of IT in the service area. To be an expert user of the Opti-time work scheduling system; and
7. Ensure materials and resources are made available to staff to enable them to carry out their duties effectively.
It should be noted that this role is a generic position in Technical Services. With appropriate training and guidance, designated responsibilities may change in order to support the needs of the Directorate.
