RESPONSIBILITIES To set up New Crewing Department.
Overview
Marine Crew Selection and placement on board various Cable lay Barges and DP vessels which includes Sourcing ,selection, documentation, interview, issuing of Contract and making other Logistic and travel arrangements for incoming and outgoing Crew. These vessels will operate principally in European waters, and crew will be European and Non European countries. Establish Training plan for Crew as per latest STCW Rules and internal company technical competency framework . Ensuring that all cable Operations crew are competent to perform offshore operations to a high standard .
Liaison with Various international Embassies for Visas for joining Crew.
Thorough knowledge of all procedures related to Ship Manning including Visa formalities of various Countries. Excellent knowledge of STCW-95 requirements for Ships Crew and various flag State rules regarding Crew Joining and their documentation/Repatriation including Various Customs and Immigration formalities related to Crew Change for Merchant Vessels and Offshore Supply Vessels.
- Good working knowledge of Commercial and Technical operations carried out on Board Merchant Ships and desirable to have good understanding of Subsea Construction installation vessels and operations such as tower team operations working on wind farms .
- Good Knowledge of ISM/SMS and IMO Rules and also IMCA subsea construction competency and their implementation on board Ships.
Key Deliverables
Day to day liaison with manning service providers ensuring vessels are effectively managed to appropriate levels
Determine all project personnel levels and competency requirements and planning for their achievement
Coordinate all training and development requirements for fleet personnel in order to meet appropriate levels of competency including but not limited to STCW95, subsea, development plans etc
Management of all Fleet Performance development systems including but not limited to competency scheme and performance management
Responsible for the management and effective maintenance of all fleet offshores polices and procedures

QUALIFICATIONS & EXPERIENCE
Preferred Qualifications:
Minimum HND qualification in an engineering discipline, degree level would be an advantage.
Preferred Experience:
Experience in an Engineering discipline (ideally with mobilisation experience)
Knowledge of managing engineering projects.
Working to financial, specification and time based targets

KEY DUTIES
To Project manage Capital Projects from the office/on site and be responsible for Capital budgets and project delivery, as delegated by the Mobilisation Engineering Manager

The main duties for this role will include the preparation, mobilisation and calibration of survey equipment data acquisition, analysis, and the preparation of company documentation, survey data records and survey reports onboard company and third party vessels.
As part of the role the successful candidate will be required to liaise with team members, management and other departments and external organisations all the way through the project process to successfully complete the required project objectives.
Applicants will ideally be of graduate calibre or equivalent with relevant experience and hold a recognised surveying qualification. The Marine Department, which is responsible for the maintenance, care and safe operations of our fleet of survey vessels, has opportunities for persons who are established within this or a similar role.
The positions are based in East Anglia but you will be required to visit vessels as part of your managerial role on a worldwide scale, to promote communication and inter-department as well as inter-company relations relating to the effective running of our vessels. This will involve travel and working away, coordinating projects.
Key deliverables:
Verifying that allocated vessels are compliant with the above producing audit, variance and project specific reports for senior management as required.
Ensure that all information and reports received from barges are correct and disseminated to all relevant parties.
Ensure vessel maintenance, are planned and carried out within their range or due dates, with due consideration to future operational commitments.
Prepare dry dock/ refit specifications, submit to tender, adjudicate tender returns with the Account Holder and Fleet Engineering Manager, control and manage dry docks with due regard to agreed timescales and budgets.
Submit requests for additional CAPEX funding if agreed CAPEX funding is insufficient.
Ensure bunkers and lubricants are controlled and monitored for quality and quantity, as well as ensuring there are adequate spare parts to meet operational requirements held on board.
Raise insurance claims
With support from the Quality Dept, ensure allocated vessels comply with all safety and environmental legislation and that relevant systems in place are adequate for such compliance.
To make the appropriate Operational Support team member aware of any shipboard management or technical management concerns regarding the competence of marine staff
Monitor and control repairs of allocated vessels, working within assigned budgets, keeping the Account Manager informed of any critical areas which may compromise operational readiness, together with budget variations or the need for budget re-forecasting.
Monitor mobilisations of equipment placed onboard nominated vessels, supporting the mobilisation engineer to deliver a sound, safe and fully operational spread.

Candidatte Requirements
The ideal Candidatte will have a working understanding of the Marine industry. And be capable of attaining required offshore medical and safety certification to enable worldwide offshore support of projects. Formal HSSE qualifications (NEBOSH Certificate or equivalent) are a definitive advantage and as a minimum the candidate will have exposure to European offshore health and safety culture. Experience working in offshore drilling would be an advantage.
The Role
The role will be office based in East Anglia with significant travel requirements to vessels and remote work sites. Office duties will be focused on liaison with the variety of management teams, providing detailed advice and documentary support for pre-tender questionnaires and project management. You will also contribute to detailed records and statistics for QA and legislative compliance.
You will lead HSSE inductions and support personnel on-site, whilst providing a contributory role into the ISM system and group HSSE department. Your specialist HSSE input will also be required at client meeting or visits.
Site based responsibilities will include provision of HSSE documentation, induction, liaison and guidance for survey vessel mobilisations and fieldworks. Other tasks will include HSSE support of communications and other relevant offices.
