PURPOSE OF THE JOB

1 To manage the day to day running of the Council's Post Room and staff working within it to agreed timescales and SLAs.

2 Develop and manage the processes involved in the management of the Post Room.

3 Oversee post as it arrives at the Council and ensure that it is sorted/processed according to agreed standards.


2. SUPERVISION

2.1 The post holder is responsible for the direct and sole supervision of the Scanning Officers.

2.2 As a line manager the post holder is responsible for the leadership, motivation and development of directly-managed staff. S/he is responsible for appraising those staff, identifying their training and development needs and planning how these needs will be met and evaluating the training received.

2.3 The post holder must ensure that staff receives relevant information and appropriate training enabling them to act in accordance with the Council's policies on equal opportunities and racial equality in employment and service provision.

2.5 The post holder must provide a working environment that protects the health and safety of directly-managed employees, those doing work for the Council and the public; consult employees about health and safety issues and give adequate instruction, training, and supervision; carry out risk assessment of all work activities and implement the findings; investigate all accidents and health and safety concerns; and ensure health and safety is regularly monitored and reviewed to comply with health and safety legislation and Council policies.


3. KEY TASK/DUTIES


a) Manage staff working in the Council's Post Room to agreed standards
b) Assist with setting up the Central Post Scanning Facility.
c) Agree rotas and ensure cover is provided at all times
d) Liaise with Royal Mail and couriers on all matters concerning internal and external post
e) Ensure franking machine is adequately maintained and has sufficient funds available at all times
f) Meet agreed timescales for delivering post
g) Ensure team operates a confidential and secure approach according to agreed standards
h) Ensure the franking and prompt despatch of out-going mail.
i) Ensure the delivery of paper post to the appropriate locations around the Council.
j) Oversee the process of opening the post as it arrives at the Council and ensure that it is sorted/processed according to agreed processes
k) Oversee the process of scanning relevant documents into the Council's Electronic Document and Records Management System using scanners
l) Oversee the process of indexing the scanned mail according to agreed indexing standards to ensure that staff in back office systems can locate and process documents efficiently
m) Report any issues relating the running of the Post Room to the Information Manager.
n) Carry out any other duties as required by your line manager from time to time in accordance with the grading of the post.
o) Observe the Council's equal opportunities and racial equality policies in all aspects of employment and service provision.
p) Be aware of, and comply with, the Council's policies and procedures on health and safety at work by adopting safe working practices; reporting any accidents and/or unsafe or hazardous conditions to management; and to do everything reasonable to prevent personal injury to themselves, fellow workers and members of the public.
q) To be responsible for identifying your personal training and development needs in discussion with your line manager. To participate in any training and development activities identified and agreed as relevant to your personal development and/or your development in the job.
r) To ensure confidentiality at all times in all matters relating to any work or communication within the Department and the City Council.
