Our company is a subsidiary of a business regeneration organisation in NW London, serving one of Europe's largest industrial locations. We are a first-choice provider of a wide range of recruitment and training and development services. We are now expanding the portfolio of our services and this role has been created in order to fulfil challenging business targets.

You will be responsible for attracting and developing new client relationships whilst also creating and maintaining high-quality recruitment and assessment processes through a team of Recruitment Consultants. You will need to have a strong business focus, be results-oriented and committed to the highest standards of customer service. Previous people management experience is preferred. In addition, you must have significant experience in sophisticated candidate assessment techniques. Your experience is likely to have been gained in a similar role in an in-house recruitment function or in a recruitment agency environment.


1.PURPOSE

This role exists in order to provide a value-added recruitment and assessment service to our clients, covering both Government contracts to place unemployed individuals and also the newly-launched fee-paying Private Recruitment Service.

2.ACCOUNTABILITY

Line and functional responsibility to the business manager.

3.KEY TASKS

• Identify business opportunities from the public/private sector.
• Identify client opportunities and develop and maximise these
relationships using appropriate marketing and operational
strategies which will lead to the achievement of agreed
performance and financial targets.
• Be accountable for the outputs of the Recruitment Consultants and
Recruitment Administrator in order to ensure achievement of all
agreed performance objectives.
• Recruit, train and manage performance of subordinates. Define
work processes, roles, role relationships and annual objectives for
each subordinate.
• Balance allocated resources between Government Contract
projects and PRS campaigns.
• Establish and control adequate management information and
financial control systems.
• Act as our clients’ main point of contact for the management of the
Public/Private Recruitment Service.
• Provide advanced assessment centre service to clients (Gold
Level).
• Be accountable for contractual agreements made with clients and
any outsourced suppliers relating to Recruitment Services, e.g.
psychometric test publishers.
• Co-operate with Manager, Learning & Development Unit to identify
and exploit opportunities for cross-selling of services to our client
base.
• Monitoring of all funded activity to ensure project compliance –
working with the company Monitoring Officer & the Administrator for
all programmes (including ESF, SRB related programmes).
• Undertake other ad hoc projects/duties as required.

4.GENERAL

• Ensure that all activities comply with company policies in respect
of Equal Opportunities and Health and Safety at all times.
• Provide cover for other staff as and when required.
• Uphold the image of the company at all times.
• The job holder must comply with our policies as detailed in the
Employee Handbook.


5.PERSON SPECIFICATION

• Educated to degree level, preferably Business Studies or
Management qualification.
• Experience in operational team management
role.
• Excellent track record in business and client development.
• Able to demonstrate diplomacy and excellent client management
skills when dealing at all levels including the ability to influence
and negotiate on price, timescales and quality standards.
• Experience in managing change and coaching staff.
• Some experience of the public sector, bidding and contract delivery.
• Substantial experience of using best practices in recruitment and
assessment (gained either in-house or in an agency/consultancy
environment).
• Trained in assessment centre methodology.
• Licensed to Level B in psychometric testing.
• Skilled in contract negotiation e.g. recruitment agency-type terms
and conditions.
• An understanding of the issues around diversity.
• Advanced understanding of employment law relating to
recruitment.
• Strong IT skills in Excel, Word, PowerPoint & Access
