Description

My client are a Global EPC Contractor working acorss the Power Generation Sector. Due to company expansioon the business now seeks two Project Subcontract Managers.

The Role

Lead assigned work packages to provide subcontract management throughout the project lifecycle from bid to successful Project delivery - ensure effective subcontractor selection, value for money and timely completion of subcontracted services while working in conjunction with other key disciplines to mitigate business, technical and commercial risk.

Responsibilites
To lead the development of specific global subcontract strategies, including subcontractor identification and provision of market data to support company and Project drivers.

Drive innovation and encourage creative ideas across all Subcontracts activities, particularly when considering commercial mechanisms, incentivisation, KPI's to improve performance and reduce risk plus potential multi-project strategies to improve leverage

Creating subcontract procurement plans for inclusion in proposal documentation identifying all key interfaces and deliverables

Deliver effective subcontractor selection by managing negotiations to enable the most cost effective use of the market place and to ensure maximum benefit to the company including the provision of pricing, analysis, evaluation and recommendation

Ensure Terms & Conditions reflect Project and sector requirements and together with Legal & Commercial (where relevant) develop & negotiate an effective package to support subcontract award

Challenge documentation received from other departments to establish suitability to support RFQs and / or subcontract placement

Participate in the project planning process to ensure that the plan accurately reflects the timescales and acivities necessary to secure subcontract services as required

To provide effective subcontract status reporting to facilitate effective management of the overall project / bid and subcontract processes while allowing corrective actions to be identified, created and applied as necessary

Lead and co-ordinate multi-functional teams throughout the subcontract process to establish a subcontract monitoring process from contract placement through to closure for use in early warnings of issues to claims defense

Resolve subcontractor issues impacting on the project schedule, budget, QHSE etc. as they arise by implementing corrective action plans with internal stakeholders and subcontractors

Manage and negotiate the change management process including variations, claims, back charges and disputes

Champion and ensure compliance with all subcontract policies and procedures as appropriate thus ensuring an efficient and auditable subcontract trail

Effectively manage all subcontract related activities for assigned projects / bids, ensuring effective use of resources and processes

Experience

Degree, HNC/HND in related engineering discipline or Procurement / Construction related degree.

Membership of CIPs, APM, IMechE, RICS or equivalent

Significant and appropriate experience in a mechanical/electrical engineering or quality control environment

Experience of Subcontracting Strategy development and implementation on EPC projects.

Experience of reviewing and drafting a wide range of industry forms of contract e.g. FIDIC, NEC3, JCT.

Negotiation and control of external equipment and services suppliers and contractors.

Knowledge of the principles of the Company Quality Policy and Business Operating Procedures in order to execute/complete projects, deliver Customer satisfaction and achieve or improve profit targetsInnovate and develop creative ideas to lead Project Subcontracts activities, these innovations and creative ideas will cover such areas as

How we contract with subcontractors
How we incentivise subcontractors to improve performance and post contract management.
How we reduce risk
How multi-project strategies are employed to improve our leverage. Extensive experience of working in a Subcontracts Function in the Power Generation and/or Mechanical / Process Industrial Sectors related to global EPC contracting projects.
