Team Leader Dog Enforcement
Contract - 12 weeks may be longer
London - East Side
£20.00-24.40 per hour PAYE or Limited
We are a recruitment company and our client is looking for a contractor to work as a Team Leader within the Dog Enforcement Officer. The successful Officer will be required to work shifts - there will not be any overtime for out of hours work
1. Responsible for the effective management and supervision of the day-to-day functions of the Environmental Health & Trading Standards Dog Enforcement Team including the provision of specialised support to professional officers.
2. Ensure the proper development of staff within the team through regular appraisal of their performance, experience and their training and development needs in accordance with Investors in People principles.
3. Ensure the continued improvement of service with the department in accordance with the Council’s core value to provide excellent customer care including attending relevant meetings.
4. Be responsible for health and safety within the Dog Enforcement Team and carry out appropriate risk assessments as required.
5. To lead or /and manage projects/draft written reports on complex issues including multi- agency enforcement, introduction of new legislation, and other internal projects as required
6. Keep up-to-date computer and manual records of all areas of work.
7. Responsible for the enforcement of dog and other animal related legislation including the Council’s Dog Enforcement orders.
8. Apprehend stray dogs and return to owners or transport to designated kennels/veterinary surgeon and check accuracy of invoices for kennelling fees.
9. Act as the lead officer authorised and empowered to seize dangerous dogs taking the correct action, so as not to endanger self or members of the public.
10. Respond to, and investigate complaints and enquiries about stray, dangerous dogs, noisy dogs within residential premises in consultation with Environmental Health Officers and other departments, as necessary.
11. Respond to, and investigate complaints and enquiries about other animal related nuisance within residential premises in consultation with Environmental Health Officers and other departments, as necessary.
12. Act as lead officer for all legal proceedings as necessary, prepare witness statements, written reports, attend Court as necessary and give evidence as required on behalf of the Council and advise members of the public regarding any witness statements, they may need to complete
13. Act as Lead officer for the issue of fixed penalty notices for dog offences, or any other offences as directed, on behalf of the Council.
14. Act as lead officer for all dog enforcement matters with other departments of the Council, partners and agencies for effective partnership working. Liaise with Housing Associations and Social Services with regard to animal welfare following eviction and hospitalisation
15. Inspect and issue Licences and interim reports in respect of pet shops, animal boarding establishments, and dog breeders, riding establishments and premises with dangerous wild animals by visiting premises.
16. Assist in emergencies concerning rabid animals, in accordance with the implementation of the Council’s Rabies Contingency Plan, and to assist with emergencies including other notifiable diseases.
17. . Act as lead officer for all promotion of the service including the Council’s BARK project, proper control of dogs and responsible dog ownership. Promote the service by displays, exhibitions and talks, maintain good working relationships with other organisations, and offer advice to other officers and members of the public about the care, control and treatment of dogs and other animals.
18. Act as lead officer in the development of a programme to visit schools and other local establishments in the Borough and give organised talks and demonstrations on the ownership of dogs and the problems caused by irresponsible ownership.
19. Act as lead officer to publicise and arrangement for microchipping sessions for dogs
20. Work the designated shift pattern and work outside normal hours.
21. Inspect playgrounds and other council managed facilities as directed to ensure they are free from dogs and dog fouling.
22. All equipment, transport, and uniform are maintained in good order, used correctly and all damages are reported and recorded.
23. Hold a full driving licence and patrol by vehicle, and on foot all the highways, parks and open spaces and housing estates of the Borough
24. Attend meetings as directed on behalf of the Dog Control Team and Response team Manager.
25. Maintain adequate stock of equipment and other resources to ensure the efficient running of the service.
26. Cleanse and maintain council vehicle, ensuring all equipment is operational, and that good standards of hygiene are achieved.
27. Wear the council uniform of a Dog Enforcement Officer.
28. Attend internal or external training courses as required.
29. Uphold and comply with the statutory provisions of the Health & Safety at Work Act 1974 and any other associated legislation or Council Policies and procedures.
30. Undertake such other duties, commensurate with the post, which may be required to meet the needs of the service.
